The Short Version
There is a house in every neighborhood that kids route toward. Parents drive the long way home so the back seat can see it. It is almost never the house that spent the most money. It is the house that understood three things: something tall, something moving, and enough light to see any of it.
Most people get this backwards. They buy twenty small props, spread them across a lawn at knee height, and end up with a yard that looks busy from six feet away and like nothing at all from a passing car. Height reads. Clutter does not.
Here is the order I would spend money in, and why.
Step One: Buy Height First
One tall thing beats ten short ones. This is the whole game and almost nobody does it first.

Eleven and a half feet puts this above a single-story roofline, which means it clears your bushes, your parked cars, and your neighbor's fence. It is sound and motion activated, so it reacts when someone walks up, and it is lit, so it still works as a silhouette after dark.
Two things to know before it arrives. It takes three AAA batteries that are not included, and every year somebody discovers that at nine o'clock on Halloween night. And a prop this tall with fabric on it is a sail. Overstake it, guy it off if you can, and have a plan to drop it if a storm comes through. A witch lying face down in the yard on the 29th is worse than no witch.

Ten feet, self-inflating in about two minutes, lit from inside, and it stores in a bag the size of a sleeping bag. Nothing else gets you that much scale for the money.
The honest tradeoff: it looks incredible from dusk until you unplug it, and like a pile of laundry every morning. Some people never notice. Some people are bothered by it every single day of October. Decide which one you are before you order, and buy a vinyl patch kit at the same time, because a pinhole is inevitable and takes five minutes to fix if you have the patch and all season if you do not.

Step Two: Fog Is the Force Multiplier
This is the thing people skip and the thing that changes everything.
Lights in a clear yard are points. Lights in fog are beams. A single purple floodlight through fog does more work than four floodlights through clear air, which means fog does not just add an effect, it makes everything you already own look better.

About 2,000 CFM, reaching two to three meters, with both a wired and a wireless remote. The wireless one matters more than it sounds: you want to fire the fog when a group of kids reaches the sidewalk, not run it continuously into an empty street.
The constraint to plan around is the duty cycle. Roughly 35 seconds of fog, then about four minutes to recover. That is the rhythm of the night.

Two things about fog that nobody tells you.
Fog rises unless you cool it. Warm fog goes straight up and vanishes in fifteen seconds. The low rolling ground fog everyone actually wants comes from cooling the output. Sit the machine on the ground, aim it into a shrub or down a slope, and point it away from wind. People build fog chillers out of a cooler and a bag of ice for exactly this reason, and it works better than anything you can buy.
Order the fluid with the machine. Every fogger ships with roughly enough fluid to test it once.

The single best effort-to-effect ratio here. One stake in the lawn and an entire wall of your house is moving. Two independently aimed heads, four animated patterns, and a built-in timer that runs six hours on and eighteen off, so it starts itself every evening whether you are home before dark or not.
Go outside tonight before you buy one and look at what you would aim it at. Light stucco, a white garage door or a pale gable turns into a screen. Dark brick or deep siding eats the image and no projector fixes that. Then turn your porch light off, because a porch light on the same wall washes a projector out completely. This is the single reason projectors look amazing in product photos and mediocre in half of real yards.

Then there is the part of Halloween that is not about scaring anybody. On the 31st you will have dozens of kids in costumes that restrict their vision, crossing your lawn in the dark, moving fast. Lighting the path they actually walk is the most genuinely useful thing on this page.

Fourteen hundred square feet of stretch cobweb and 150 spiders. Nothing else changes the read of a whole house for this little.
The trick is using less than you think. A handful is meant to stretch to four or five times its bagged size until you can see through it. Thin and wide reads as web; thick and bunched reads as a torn-up pillow. Keep it on railings and posts rather than brick, stucco or evergreens, where it does not come off cleanly.
And take it down the first week of November. Fine synthetic webbing traps birds and bats, and that is a real problem, not a footnote.

What I Would Actually Buy, In Order
If you are starting from nothing and spreading the cost across a couple of seasons:
This year, in order: the fog machine and a gallon of fluid, the projector, the spider webs, the path lights. That is a yard that stops traffic and the fog machine is doing most of the work.
Next year: the height. The witch or the inflatable, depending on whether you want something that reacts or something that is simply enormous.
After that: the texture layer. Spiders, reapers, eyes in the bushes, and whatever else you find.
The reason I would do fog before height is that fog makes everything else you own look better, and height only makes the yard taller. Spend on the multiplier first.
One Last Thing
The houses kids remember are not the scariest ones. They are the ones where somebody was clearly having fun. Be outside. Have the fog remote in your hand. Hand out the full-size candy bars.
The decorations get them to stop at your house. You are what makes them come back next year.
