Is a 21-in-1 multitool actually better than a 15-in-1?
Not automatically, and usually not. Past about a dozen tools you are adding things nobody uses while adding weight to something that lives in a pocket. What makes this one worth the extra count is which tools got added: a compass, an emergency whistle and a fire-starting rod. Those are not filler, they are the three items a multitool normally sends you to a separate kit for.
What steel is it, and does 420J2 matter?
420J2 stainless with titanium plating. It is chosen for corrosion resistance rather than edge retention, which is the right trade for a tool that lives in a truck console, a tackle box or a pack through a wet season. The practical effect is that it will not rust on you and it will need sharpening sooner than a knife in a premium steel. For a multitool blade, that is the correct priority.
Who should skip it
Anyone who already carries a dedicated folding knife and a plier-style multitool. This replaces neither of those as well as they do their own job. It is for the person who wants one object in a bag that covers most of what goes wrong.
Where it actually lives
Pack, glovebox, boat bag, range bag. Not a pocket-carry EDC blade, despite the name: at 21 tools it has real bulk, and the fire starter and compass are pointing you toward the bag it belongs in.

Buy it for the compass, whistle and fire starter, which most multitools skip. 420J2 trades edge retention for rust resistance, which is right for a bag tool.
